Broken Agreements
The following agreements were made by Vietnamese governments to the Dega people and were not honored. Instead genocidal programs and policies were enacted under the false promise of continued progress, future sovereign recognition, and "international unity".
- October 1964: South Vietnam organized a conference for Dega leaders in Peiku. Requests made by Dega leaders included:
- Economic development programs,
- Reinstatement of customary Dega law,
- Use of Dega languages in the school,
- Formation of a Dega military force with its own flag and
- Dega control over and administration of foreign aid to the Dega.
Y-Bham Enuol followed up on the demands in letters sent to the South Vietnamese government, the U.S. Embassy, U.S. President Lyndon Johnson and Secretary-General of the United Nations.

2. 1969: The Vietnamese government approved the ''033'' agreement to return Dega territory, permit us to form our own political party, and fly our own flag.
